Evaluating the Cyber Security Infrastructure and Data Privacy Frameworks of Nepal's Integrated E-Governance Systems: A Comparative Study Against Estonia's Digital Governance Model

Nepal's ambitious push for digital transformation through integrated e-governance systems faces significant challenges in cybersecurity and data privacy, despite substantial international investment and policy frameworks. This study evaluates Nepal's cybersecurity infrastructure and data privacy frameworks against Estonia's globally recognized digital governance model, employing a mixed-methods approach combining policy analysis, comparative case study methodology, and assessment against established cybersecurity maturity indicators. The findings reveal that Nepal's e-governance ecosystem demonstrates significant structural vulnerabilities, including inconsistent policy implementation, weak inter-agency coordination, inadequate technical expertise, and fragmented institutional arrangements, achieving a cybersecurity maturity score of 47.3% compared to Estonia's 91.6% across key governance indicators . The comparative analysis identifies critical gaps in Nepal's approach, particularly in identity management, secure data exchange infrastructure, and citizen-centric privacy protections. The study proposes an integrated framework for strengthening Nepal's cybersecurity posture, emphasizing the need for unified institutional leadership, robust legal foundations, sustainable investment, and human capacity development, drawing directly from Estonia's Transparency, Trust, and Security (TTS) governance model . These findings provide actionable recommendations for policymakers, administrators, and development partners engaged in Nepal's digital transformation journey, with practical implications for enhancing citizen trust and ensuring sustainable e-governance outcomes.
